The challenge was both inspired by an interest as well as an effort to prove the navigability of the River.
George Wolfe takes on the the authorities to prove the navigability of the Los Angeles River. The goal was to energize communities to clean up the river, promote its recreational use and have the river designated as a navigable river in order to gain protection for the river under the Clean Water Act.
The Clean Water act only applies to navigable rivers, but it doesn’t specify details about the size of the watercraft. So George sets out to accomplish this designation in Kayaks.
